CSV import will only ever add new entries, or overwrite existing ones.
The combination of First name, Last name, and Phone number(Work) are used as
the key, in order to differentiate new vs. existing entries.

I still feel this is incorrect, adding as a new contact when First name/
Last name / phone(work) number are changed for the existing contact and
imported.
For instance, admin has imported 10 contacts in the csv format. After a
few days , admin is informed that 4 contacts *Last name* is changed and
other 2 contacts *work phone numbers* are changed.
--Admin updates the csv file accordingly and imports it.
Actual Result : User 201 who is in the consumer group will be seeing
totally 16 contacts in his end user phonebook as totally 6 contacts are
modified and they are added as new contacts to the phonebook. And user
201 will NOT know which are the updated contacts and which are obsolete
leading to a confusion.
IMHO, I feel this is a bug.
