It's supposed to work that way, so it isn't a bug.

I agree it is a pain though, because the admin cannot delete the original 
unwanted contact.  Even viewing the contact list is troublesome, because it 
must be done through an actual user's phonebook.

What we really need is the ability for the admin to view/add/delete/modify 
Phonebook "additional" contacts.  This is covered by 
http://track.sipfoundry.org/browse/XX-7026 which I have just updated.
