The purpose behind requesting XX-8070 was to allow "system" music on hold to
play a stream from the beginning for each caller placed on hold.

Example: Caller hears main AA greeting and chooses a key press (which sends
call to hunt group), MOH starts playing MOH audio from the beginning for
each caller.

This was the behavior in 4.0x, and it was helpful in being able to record a
promotional or advertising message with the expectation that the caller
would hear the beginning of the message each time the MOH was played for a
caller.

Knowing it would require a unique stream for each caller on hold, and
probably use more resources, I had asked that this be an admin configurable
option since some people would not care.
