I think I understand what you and Paul M are saying.

Personal Music Directory will always be linear.
System Music Directory will be loop by default and can be made linear per 
user if 
the Users MOH setting is changed from "Use System Configuration" to 
"System Music Directory" and "restart MOH loop" is selected.
If I understand it correctly this option should not be visible to the 
users, only to the admin.

Maybe a better name for "restart MOH loop" would be "play from Start", 
with a warning about resource usage.

Doing it like this means there is no option to always start a new stream 
unless this is configured explicitly for every user.
Maybe a "restart MOH loop/play from Start" option on the <Features>, <MOH> 
screen is desirable as well?
