I'm open to the change. It would make the behaviour consistent with recently added XX-8496 Need Ability to Disable Subscribe to Presence per User. A new "Subscribe to Presence" permission effectively dictates whether or not the user's phone configuration include the RLS URI, which will be SUBSCRIBE'd to if present. Changing this permission requires re-sending the phone profile, before the phone will behave as desired.
