I forget to add the word "consolidated" before RLS in my message.

If there is a consolidated RLS active at sipXecs it keeps in memory 
every subscribed extension calls information (the full RLS does not), if 
  you try to pick up a call on one of its subscribed extension the 
information about that ringing calls should be there.

It's important to note that call pickup generally does fail if the line 
that is being picked up is on more than one UA. I'm not sure the RLS is 
the place to look, because that is not a place a call is actually 
connected from, I think it should be the proxy allowing the pickup.
