You've left some important information out.

You moved to a new IP scheme. Simply changing the IP address is not
recommended. I always export and import to a newly built system, then I
rsotr evoicemail. You will have to rebuild your gateways/dialplans, AA,
etc. manually.

How did you move to the new IP scheme?

This is being worked on in 4.6, but it's never been a recommended action
(changing the IP address OR sipdomain).

So you'll do well to prop up a new box and install sipx, run through the
setup, and import your users and go from there.
