Explain what MGW is? Is it a hardware device or a sip trunk? It certainly sounds like a NAT configuration or gateway configuration issue. If this is a hardware gateway tell us what it is and how it connects to the network. The wiki has good examples for Audiocodes and Patton PSTN gateways.
