I have been finding this as well.
However BLF never worked reliably for me with 2.x firmware either (sipx
3.8).
Which firmware version works most reliably with BLF and sipx?
Does the answer change between sipx 3.8 and 3.10?

I've just loaded the 3.1 firmware on a few phones.
Great news: Music on Hold seems to be working fine (with the change to
the sip.cfg file mentioned on this list the other day)
Bad news: My custom ring-tones have stopped working.
Has anyone else experienced this? Here is an example:
