The secondary *should* work as well as the primary.  Perhaps the primary
and secondary aren't synchronizing their registration information?

One way to check that is to get both going, wait for the phones to
reregister, then go to the configuration UI and look at Diagnostics ->
Registrations.  The number after "load balance" should be near 2.00 (at
least 1.90).  If it's near 1.00, that means the two registrars aren't
talking to each other.

If the registrars aren't talking, I would expect calls to roll over to
voicemail at times when they shouldn't.
