The problem is that the phone can't get the configuration files until it
is configured as to where to get them.  So the configuration files that
sipXconfig generates aren't sufficient to get the phone started.

The current solution is to manually configure the phone where the config
files are to be obtained, then reboot the phone so that it fetches the
config files.  After that, every time it reboots it will get the latest
config files prepared for it by sipXconfig.

In a perfect world, the phone can get information from the network's
DHCP server telling it where to find the configuration phones.  But I
don't know if Aastra phones have that feature.  And of course, you have
to tweak your DHCP server to provide that information.
