Thanks to all who have responded. I found the setting for her phone (Polycom 501) under Phones -> <Phone> -> Sound Effects. I checked the 301 and 330 model phones and the option is the same. There's a drop-down menu at the bottom to change the call waiting tone to something different. Unfortunately there isn't an option to have the phone ring (see http://www.trixbox.org/forums/vendor-forums-certified/polycom/ring-call-waiting-instead-beep).

I don't think this is a volume level of the phone issue but rather a issue with the volume/gain of the beep. The user in question has no problems hearing conversations on her Polycom 501, but for some reason she can't hear (or doesn't want to hear) the call waiting beep and doesn't always see the visual indications on the monochrome LCD. Someone else would have to confirm this, but I believe this is a phone setting and not a sipXecs setting. I had a similar issue with the volume loudness on the Polycom SoundPoint 320. I was able to resolve my issue by tweaking the gains. I'm not sure if you can tweak the call waiting beep using this method or not (or even if you're using Polycom phones), but you may want to take a look.
