Is OCS setup as a gateway on the sipX box? Does that gateway access the OCS box by name or by IP? Your gateway definition should match how the calls are coming from the OCS system.

In order to protect your PSTN connection (and the costs you incur when it is used), sipXecs dial plans normally have some permission associated with outside calls.
