I just wanted to chime in here as I wrestled with the power issues
about a year ago.  We experienced many of the same issues including
freezing and reboots (mostly reboots) so I setup a small test
environment using a Foundry FPS-648P switch and combination of 35
650/320 polycoms (http://emstar.com/installs/POE-Phones.jpg).  The FGS
has a "power-by-class" setting that allows power provisioning on each
port. This gave us a the ability to test multiple power levels...

The results were interesting:

power-by-class 2 (330's are considered class 2 devices):  Intercom
paging was a big issue and would freeze or reboot the phones. Overall,
we had intermittent issues all the way around.  Introduction of a
sidecar on the 650's almost always resulted in sporadic reboots.

power-by-class 3: Issues went away with the exception if Polycom 650's
with two side cars.  I'm not convinced an attendant station with two
sidecars will ever work well over POE.

The other consideration is your cabling. For especially long runs
(>150ft) you may want to consider 22AWG catagory cable. CAT6 is often
made with the smaller gauge copper.  DC current likes more copper.

Not sure if this is the answer you are looking for, but sometimes you
get what you pay for. The "cheapest" switch I feel comfortable
recommending for a VOIP system is the HP 2610.
