I too use either HP Procurve 2650 or HP Procurve 2610 switches and have
never had lockup problems (except with Grandstream phones, but that was
a different unrelated presence issue). They really are the best switches
for the money. I also hear Adtran has some nice PoE switches though
you're limited to 24 ports:
