Not.  Godaddy.com will register a domain for $9 a year, and you can set up a
SRV record on it.

My understanding is that to use srv records you need a dedicated server not
a shared server that most web hosting companies provide. Which is expensive
for the home user, one web hosting company quoted a price of $99 / month.
