I have re-opened this issue... XX-6919.
I did some more testing on this problem. The problem is that the
Location based dial plan only works for the group entered first in the
list of groups for a user. Note that this is not necessarily how they
appear when displayed on the user page (they are shown alphabetically).
You can reproduce by assigning a group to a gateway used by a dial plan,
add two groups to a userid with the second one being the same as the one
assigned to the gateway. The call will not go through. Delete the
first group leaving only the proper location user group and the call
will go through.

That's not true: I *know* that having multiple gateways with the same IP
can create a different *rules.xml (and by definition different routing
decisions) specifically when you used different gateway prefix or
different
location for such gateways.
Let's concentrate on *rules.xml for now and forget about how they were
generated. It seems to me that they should do what Mikes want (callers
from
Florence and Ohio should result in different prefixes).
If that does not work there is a problem in location specific routing,
right?
