I am thinking 2 rules:

1. A custom with multiple matching patterns List all NPA-NXX as prefixes +
4 digits for all prefixes that need to go out as 10 digits, and translate
it to 'all dialed digits'.

2. A custom rule that would match NPA-NXX-XXXX and would strip that NPA for
numbers that need to go out as 7 digits.

2 needs to be below 1.
