We'll need a specific call trace to debug this.  Set your proxy and
registrar logging to INFO and reproduce the problem (you'll have to
restart to make the logging change effective).  If you can identify a
specific call that was routed incorrectly, take a snapshot of your
system with the log time window set to include that call and file an
issue with the snapshot attached and some identification of which call
in the snapshot was misrouted and what you think should have happened to
it.
