There is no issue. It is not a bug. It is how sipxbridge works. There are no plans to make it work any differently. ITSPs do not in general support REFER. If they did, and if sipxbridge were designed to forward the REFER to the ITSP (which it does not do) then you would hear ringback. You must enable MOH to hide the silence.
