I am far (I mean really far) from an expert, but as I worked out every 
possible scenario, I was not able to find a perfect fit that had my sipx 
server centralized at our HQ, but still allowed our remote sites to have 
a relatively seamless transition to using emergency POTS lines. I was 
only concerned with outbound over POTS, but I still ran into an issue of 
some sort in every type configuration scenario I played with.
