The ACD does certainly have its faults.  I have not seen this problem
however when I have used it.

I can only say I don't have this problem with our ACD queue. It is for
our helpdesk with 5 agents and they field several hundred calls a day.
I'm using polycom phones and Cisco switches. Do wireshark captures show
anything? Maybe try a different switch and handset vendor. Others may
know more, but I can at least promise it doesn't occur on any of the
setups I have built.
