This is a digital phone using a digital gateway. Dialtone is nonexistent. The phone can produce it as a comfort tone. By default the phone does, but this can be turned off, because it really has no meaning. The "tone" can also be customized to something other than the typical dial tone you get from a POTS line. Whatever floats your boat.
Call from outside to the gateway should get the gateways attention. The default config for an AC gateway is to send the call the the sipx server AA. So you should look at the logging of the gateway as to whether the call is even seen. Your better approach if it has been used elsewhere is to reset to defaults, then upload the INI file from sipxconfig to the gateway then save it using the BURN config function in the gateway. After the gateway is setup in sipx and dial plans assigned to it it "should work", but the logging feature is key. So is resetting it if it has been elsewhere first.
