Can SipX (easily) be setup in the following scenario using three physical
servers:
Host 1. SipXconfig
Host 2. Primary SIP Router
Host 3. Secondary SIP Router
If this is possible, which ports would need to be open to allow the sipXconfig
to communicate
to the two SIP Router instances (Proxy/Registrar)?

This should be possible with just careful configuration, rather than
reprogramming. OTOH, I wouldn't undertake it unless one has an understanding
of the architecture of sipXecs, to the extent of how the various processes
communicate with each other. To my knowledge, sipXconfig talks to the other
components through the sipXsupervisor running on each host, so the only ports
that need to be accessible are the RPC ports that sipXconfig and sipXsupervisor
use to talk to each other.
In theory, you should be able to accomplish this by installing a two-host
sipXecs system, and then copying sipXecs (and its pPostgres database) from the
primary host to your "host 1". sipXconfig will still be configured to think
there are two sipXecs hosts ("hsot 2" and "host 3"), and probably won't notice
that it isn't actually running on "host 2" any more.
Sounds like an interesting research project...
