No, the registry synchronization is fully meshed, and does not rely on 
the primary router any more than on any other.

The primary role does include some things (call resolution for CDRs at 
least) that need to be co-located with the management role.

That is a good idea - if you set the priority of the primary to be a 
higher integer value (which makes it a lower priority), then it's 
available should both the other servers fail, but will normally get no 
traffic at all.  I've configured at least one very large site this way 
successfully.
