I created a rule saying forward any number of digits to gateway Since there are different number-lenths in germany I thought of making it as simple as possible.

Do you have a dialplan that says dial "11" digits and send to your provider? I bet you don't. Is this what your provider expects you to send? If so, create a dial rule accordingly otherwise the proxy will reject it because it does not match.
