ensure you have your other rules you are not using turned off then.

Your provider may require digits passed in a certain format. If the provider
requires additional digits before the actual number of "01632684562", then
you should adjust the gateway settings accordingly.

Make sure the dialplan has "local dialing" permissions required. Make sure
the user does also.

If the provider wants your to dial and send exactly "01632684562" to dial
your cell phone and it shows this is exactly what you are sending in the
invite, ask the provider what they do not like about the call, it could be
an account issue with identity or something and have nothing to do with the
dial string.
