Your phone needs to support dialogue events in order for blf to work on xmpp.
See the wiki article about xmpp and how does it work. Moniotoring a polycom phone with xmpp is fine. Monitoring ANY phone that does not support dialogue events but has an xmpp client registered gets you a softphone and xmpp client. Not blf.
