Many itsp's do ip based and include port. You can send to voip.ms with ip based. Their Director of Technical Services I'd working with me to try to give me the other half of the solution.
I suppose if I get it working I'll consider sharing... Realize ITSP's who offer IP based AUTH TYPICALLY offer port assignments as well. Just not the old stodgy carriers who are protecting their turf.
