No it doesn't seem to complete, the remote office phone never rings.

I see the REFER come into the gateway from sipx, the gateway follows 
with a NOTIFY back to sipx, then a 202 Accepted.  I feel like I should 
see an INVITE from the gateway in there after the REFER, but I never do.
