A couple of thoughts...

1. It would have to be written as an installable package for the OS.
2. Why would it create a link to launch click to call when it could
simply send the invite to the system for you which would then ring
your phone to complete the call?
3. It would have to consume a fair amount of resources "all the time"
in your PC in order to scan/index every page.

I had an app that did just that, and it works in MS Office too. The
developer was sloppy and lazy, but had a good idea. He then SOLD it
right after people started to purchase it. It is now as * paid add-on.
At the same time, I think it infringed on some Citrix patents and was
pulled.

I don;t know of a way to "script" in IE, it would have to be an addon
for IE. You might consider a greasemonkey script for Firefox though,
there might already be one there, but then again thats not IE.
