If you remove all the call permissions from the user then he/she can't
call outside if your dial plan rules use the right rule
(local for local calls, international for international calls etc).
>From outside to inside can be prevented by not assigning a DID alias to
the user.
To manage the permissions in one place you could create a usergroup for
those users.
