CALEA compliance is something that only ISP's or LEC/CLEC's have to adhere to.
If you are acting as your own ISP or are a LEC/CLEC you will need to be able to answer the request from law enforcement. It does not mean you have to "record the calls", I am not aware that they ask for that of any voip provider either. Rather, it means you have to be able to identify a subscriber and respond the the request (which should be in the form of a warrant or court ordered document). The document might state for you to identify the subscriber based on the IP address, or to be able to capture and provide real-time access to their communication (we use a DPI device that streams a pcap to the authority in question), so in this case we don't need to "wire tap their VOIP conversations as audio", we identify SIP and they ask for SIP in the warrant, and we stream those packets to the law enforcement agency. It's up to the law enforcement agency to define the protocol/format, but there is not really a coherent description on that, so they take the packets and use their own analysis software to read them.
