I forgot to say my 286's dial out via sipxbridge/siptrunk without issue. The pcap makes it difficult to see any signalling inside sipx itself (i.e., not a siptrace). All I see are the two ports used by each address. Other than making sure the path between the two devices follows an identical route, this is a SME issue.
