What is the IP address? 255.0.0.0 would only be valid for a class A network 
(i.e. 10.x.x.x). Assuming you are using a valid class A network IP, I don't 
know why you wouldn't just input a different subnet mask that it will take and 
edit the ifcfg-eth0 file and restart services anyway which is outside of the 
setup script.
What version ISO are you installing from?

It's a 10.x.x.x network so it's a perfectly valid mask to use (even taking into 
account classfull addressing which is really rather out of date now!).

I'm installing from sipxecs-4.4.0-29.0d506-i386.iso and as mentioned I've tried 
inputting 255.255.0.0 which it accepts, and then editing ifcfg-eth0 to 
255.0.0.0 and rebooting (just to make sure all services are restarted!) but 
this still doesn't seem to get everything working.

I can sort of connect to the web interface, it redirects me to https and also 
into the folder structure, but doesn't manage to load a page.
