Flash is in a very unique position here since it's the only plug-in
allowed by browsers to open remote socket connections without being
policed by the local firewall and security settings. Nothing hinders
you to go grab opensource ua implementation like pjsip and create
specific plug-in for each browser you want to support and make it
scriptable via javascript. I made an activeX control years back called
ATLSIP. go grab it from http://www.opensipstack.org. It should work in
IE but you are pretty much on your own since I've stopped development
for that project.

There is a critical part of what you are trying to do missing. Did you
want the call to go through the visitor's PC?
Red5, which is flash based and can connect to sip servers (see
bigbluebutton.org <http://bigbluebutton.org>). I will say though that
being able to guarantee the quality of a call through a web browser is
a "crapshoot", depending on what the calling party is doing.

If not, they would have to put their phone number in, which is a very
basic click-to-call app, and after the receiving agent receives the
ring, the call would be placed via the PSTN to the visitor.
