Yes, that is an option, and what I plan on doing.  It does leave room for
errors, or removing of that address by the user since it is available in the
portal.   I am viewing this similar to a CPA firm putting a banner on the
bottom of all emails that leave the company for compliance.  I would like to
have it Guaranteed to work, rather than hope it works.

Why don't you just use the secondary e-mail address on the users?  Make the
second e-mail addresses all be the same destination...

configure under a user.  I have a use case where the business owner needs to
receive a copy of all Faxes received by the company.
