I understand the issue, from an engineering point, you want to resolve it when a + is removed, in software.
What I am saying, which may not be a solution to the issue you describe, but is a workaround for anyone that is dealing with this issue is to create a dial plan that for instance has 9 as the access code, and 14 digits.
