I solved the problem and wanted to share the results in case someone is looking for the answer in the future. In my case the phone group for the polycom phones had a sip domain setting that had the IP address of the phone server. Doing this modifies the "From" address during a call which does not match it up with the alias entry in the xml file. Bottom line the aliases of a domain will not get you the correct caller ID if it is set at the user group or user level.

Also if you are using a softphone client that doesn't allow you to specify the "domain" (like 3cx) then your caller ID will not work. xlite works fine.
