I discovered that as soon as you install Lync with a pc, the ability to use
the TAPI interface is disabled.   Real bummer for customers that have the
SIPTAPI for click-to-call.   

 

There is a Knowledgebase article from Microsoft for this particular case of
the TAPI being disabled.   The KB article allows SIPITAPI to run on the
machine, and be used, while Lync is closed.  Once Lync opens, Click to call
tries to use Lync again.

 

Certainly this is not perfect, and not elegant, but it does allow for Lync
and SIPTapi to co-exist on the same machine, and turning off Lync allows the
Click-to-call to work.

I have gotten their Tech support to open a feature request to enable SIPTAPI
interface within Lync.  Suspect it won't go anywhere.
