Never mind. I see that this is still a known issue in JIRA. In the mean time, I created a new user, had the first AA transfer to the new user on failure, than have the user set up to forward to the second AA.
This is convoluted, but works. When calls come in, they go to the emergency AA OK, but after the greeting plays and it times out, I get "Please hold while we transfer your call", then "This extension is not valid.", then it hangs up.
