They'd just have to make an AA for every single user. In 4.4.0 there's also the personal AA that every user has. After the user's extension rings for XX seconds, "Sorry, I'm not at my desk to take your call, Press 1 to ..., Press 2 to ...., Press 3 to leave me a message".
