you have not really provided much information. what type of phone is it? version/firmware/bootrom? how is the device configured?
most devices have configurable parameters for this. At this same time, it is "desirable" to make a remote user register more frequently, in the event of a link outage. ensure you are actively registered on the server before trying to call. ensure your system is using the latest stable. ensure the remote firewall has any ALG for VOIP/SIP disabled. grab a pcap at your firewall (where sipx is) to see if the packet for the dial attempt is even reaching sipx. ensure your phone and public dns records are configured correctly.
