URL call is disabled. Means the phone is not registered. You can see
this in DIAGNOSTICS>REGISTRATIONS.

If noone can call in you also have a proxy issue.

Explain how the calls come in (PSTN or ITSP). Review the system
activity (top) and see if you are using SWAP.

Do you use sipxbridge for trunking? Do you support remote workers?

Restarting the services does you no real service because you will have
less of a chance to fiure out "why" the calls are failing.

Assuming you are running 4.4 latest-stable and have at least 4GB ram
in the system...
