then they dont need to leave port 5060 open. they do need to provide information on whether url call is allowed in the config (I always have that disabled in to config because its ludicrous to dial a URI from the keypad). You will consistently get "URL call is disabled" when the phone is not registered. If it is enabled, they should run preflight checks.
It really sounds like there is a resource and availability issue (to me). If incoming calls get system unavailable, there is no DNS at work here with sipxbridge handling the trunking. Something is not running or there is a resource issue. Did someone do something silly like change the domain name or IP address since it was installed?
