Yes, but you are missing other parts of the equation. What does the network look like? Is it PRI, probably good chance you can get it to work. Is it a SIP ITSP - much more to consider since SIP doesn't have a great record for transmitting Modem Tones, and that is essentially what you will be doing.
I've not tried TTY, but have had good luck with Postage meters on an FXS off of sipXecs, when fed by a PRI. Not such good luck when fed by an ITSP.
