Right, They are using a SIP ITSP, and I am on the fence leaning toward not
working.  The backup is this unit does support a regular line through
either an FXS or a POTS line if we have to.  I will be sure to let the list
know the results.

Question: what about using T.38? Isn't that modem tones? Remember I am a
noob at telephony.
