The T.38 protocol, due to the fact that there is no error correction, converts the tones to IP, but it transmits each packet multiple times. The end device does its own comparison of the packets and assembles one of several that it thinks is correct. I don't believe there is a similar protocol for regular Modem. However, you can set it up as Transparent, and it might work. I fear is you may have enough loss that words will not look right, where graphics on a fax might be acceptable at that poor quality.

We just had an office ask about it. I am not sure why yet but wanted to get the info as soon as I could. The most promising development I've seen is http://www.realtimetext.org/ which is a client-side XMPP improvement (meaning the messages can pass through a standard XMPP server.)
