OpenACD in sipx still is being continuously developed. All configurations for 
the call center should be done via the sipx config. One time or periodic 
announcements should be possible. However, there are still issues related to 
it: See this (http://track.sipfoundry.org/browse/XX-10341) and this 
(http://track.sipfoundry.org/browse/XX-10342). (The first one has already been 
resolved and should make it on the next build.)

CDR/Agent States should follow later.
