Because of the purpose of the split PDF feature, which is mostly for  
reviewing a particular section, like the snapshot feature. Also it  
typically has a small area, and scrolling conveniently is more  
important than selecting for that. Moreover, tools and menu actions  
are targeted to the main view, the secondary view should be as simple  
as possible without any actions, because you'll get confusing  
situations when you don't. Basically, it's part of the compromise of  
having the split pdf feature in the first place (you could search for  
my arguments against this feature in the first place, which are  
related to this).
